While accessing Enterprise Services Repository (ESR) or Integration Directory (ID), you get error "Unable to launch the application". For example, when you check the error details after accessing ID, you can see exception as below:

com.sun.deploy.net.FailedDownloadException: Unable to load resource: http(s)://<host>:<port>/dir/directory/com.sap.xpi.ibdir.client.jar

Wrapped Exception is:
java.io.IOException: Server returned HTTP response code: 503 for URL http(s)://<host>:<port>/dir/directory/com.sap.xpi.ibdir.client.jar
