The outbreak of COVID-19 has caused an impact that cannot be ignored on China's economic society and people 's lives. This paper analyzes and summarizes the changes in the policy burden of private enterprises in different industries in the years before and after the epidemic and tries to understand the interaction between private enterprises and local governments under the epidemic. The study found that the government 's intervention in the market under the epidemic increased the policy burden of private enterprises and the growth rate of government subsidies was greater than the growth rate of policy burden costs ; moreover the speed of policy burden change in different industries is not the same conclusion.
