Windows operating systems (OSes) include many important system services. Different services have different default startup policies:

  • Automatic, when the service starts by default

  • Manual, when the user activates the service

  • Disabled by default, which means the user must enable the service before it can run

    Microsoft chose these default settings carefully for each service to balance performance, functionality, and security for customers.

    However, a more security-focused deployment may require changing these settings. For example, you might want to disable all programs that you don't need to run by default. The guidance in this article describes how to change these settings to make your deployment more secure.

    The guidance in this article only applies to Windows Server 2016 with Desktop Experience, unless you're using it as a desktop replacement for end-users. As of Windows Server 2019, the configurations in this article are actually the default settings in the OS.

    Each service is sorted into the following categories:

  • Should Disable , which means you should disable this service and not use it to make your system more secure.

  • OK to Disable , which means that while you don't have to disable this service for security reasons, you can still safely do so if you don't need it.

  • Do Not Disable , which means disabling this service impacts essential system functions or prevents specific roles or features from working as intended. You must always keep this service enabled.

  • (No guidance) , for some services, the impact of disabling hasn’t been fully evaluated, so it’s recommended to leave them at their default configuration.

    You can configure your Windows devices and servers to disable selected services by using Security Templates in Group Policies or by running PowerShell cmdlets. In some cases, this guide describes specific Group Policy settings you can change to disable services directly.

    We recommend you disable the following services and their related scheduled tasks on Windows Server 2016 with Desktop Experience:

  • Xbox Live Auth Manager

  • \Microsoft\XblGameSave\XblGameSaveTask
  • Xbox Live Game Save

  • \Microsoft\XblGameSave\XblGameSaveTaskLogon
  • Disabling non-default services

    We don't recommend applying policies that disable services that aren't by default by Microsoft.

    There are a few reasons why we recommend against disabling non-default services:

  • A service your admins installed after the initial setup is usually one that you need but wasn't in the original deployment. In these cases, you should tell your admins not to install the service in the first place as opposed to only disabling it after it's installed.

  • Blocking the Windows version of a service doesn't stop admins or non-admins from installing third-party equivalents that pose higher security risks.

  • Establishing a baseline that disables non-default Windows services, such as the World Wide Web Publishing Service (W2SVC) or Internet Information Services (IIS), may give auditors the impression that they're inherently insecure and should never be used.

  • If the service is never installed, disabling it adds unnecessary work to establishing the baseline and verification for your system.

    How to read this guide

    This article describes each service one by one, using the following variables.

  • The service name is the internal name of the service.

  • The description describes what each service is.

  • Installation describes which OS the service exists on.

  • If the service is always installed , it's available on both Windows Server 2016 Core and Windows Server 2016 with Desktop Experience.

  • If the service is only with Desktop Experience , it isn't available on Windows Server 2016 Core.

  • The startup type is how Windows determines when and how the service is started.

  • Recommendation lists Microsoft's recommended configuration for this service on a typical Windows Server 2016 deployment in an enterprise that's not using the server as an end-user desktop replacement.

  • Do not disable means you should never disable this service.

  • OK to disable means you can disable this service if you don't need it.

  • Already disabled means Windows disabled this service by default.

  • Should be disabled means you should always disable this service to increase security.

  • The comments show extra explanations and notes if you need more context.

    Default local services

    The following tables describes the default services found in Windows Server 2016. To edit the configuration of these services, select Start , enter services.msc , then select Services .

    ActiveX Installer (AxInstSV)

    Description Description Provides User Account Control validation for the installation of ActiveX controls from the Internet and enables management of ActiveX control installation based on Group Policy settings. This service is started on demand, and, if disabled, the installation of ActiveX controls behave according to default browser settings.     AllJoyn Router Service

    Application Layer Gateway Service

    Application Management

    Description Description Processes installation, removal, and enumeration requests for software deployed through Group Policy. If the service is disabled, users are unable to install, remove, or enumerate software deployed through Group Policy, and any services that explicitly depend on Application Management are unable to start.     AppX Deployment Service (AppXSVC)

    Description Description Provides infrastructure support for deploying Store applications. This service starts on demand and, if disabled, Store applications don't deploy to the system and may not function properly.     Auto Time Zone Updater

    Description Description Transfers files in the background using idle network bandwidth. If the service is disabled, then any applications that depend on BITS, such as Windows Update or MSN Explorer, are unable to automatically download programs and other information.     Background Tasks Infrastructure Service

    Base Filtering Engine

    Description Description The Base Filtering Engine (BFE) is a service that manages firewall and Internet Protocol security (IPsec) policies and implements user mode filtering. Stopping or disabling the BFE service significantly reduces system security and causes unpredictable behavior in IPsec management and firewall applications.     Bluetooth Support Service

    Description Description The Bluetooth service supports discovery and association of remote Bluetooth devices.     Client License Service (ClipSVC)

    CNG Key Isolation

    Description Description The CNG key isolation service is hosted in the LSA process. The service provides key process isolation to private keys and associated cryptographic operations, as required by the Common Criteria.     COM+ Event System

    Description Description Supports System Event Notification Service (SENS), which provides automatic distribution of events to subscribing Component Object Model (COM) components. If the service is stopped, SENS closes and is unable to provide logon and logoff notifications. If you disable this service, any services that explicitly depend on it are unable to start.     COM+ System Application

    Description Description Manages the configuration and tracking of Component Object Model (COM)-based components. If the service stops, most COM+-based components stop functioning properly.     Computer Browser

    Description Description Maintains an updated list of computers on the network and supplies this list to computers designated as browsers.     Connected Devices Platform Service

    Description Description The Connected User Experiences and Telemetry service enables features that support in-application and connected user experiences. When the diagnostics and usage privacy option settings are enabled under Feedback and Diagnostics, this service also manages the event-driven collection and transmission of diagnostic and usage information that Microsoft uses to improve the experience and quality of the Windows Platform.     Description Description The DNS Client service (dnscache) caches Domain Name System (DNS) names and registers the full computer name for this computer. If you stop this service, the dnscache continues to resolve DNS names. However, the results of DNS name queries aren't cached, so the computer's name isn't registered.     Enterprise App Management Service

    Description Description The Extensible Authentication Protocol (EAP) service provides network authentication in such scenarios as 802.1x wired and wireless, VPN, and Network Access Protection (NAP). EAP also provides the application programming interfaces (APIs) that network access clients use during the authentication process, including wireless and Virtual Private Network (VPN) clients.     Function Discovery Provider Host

    Description Description The Function Discovery Provider Host (FDPHOST) service hosts the Function Discovery (FD) network discovery providers. These FD providers supply network discovery services for the Simple Services Discovery Protocol (SSDP) and Web Services - Discovery (WS-D) protocol. Stopping or disabling the FDPHOST service disables network discovery for these protocols when using FD. When this service is unavailable, network services using FD and relying on these discovery protocols are unable to find network devices or resources.     Function Discovery Resource Publication

    Description Description Publishes this computer and resources attached to this computer so that other computers can discover them over the network.     Geolocation Service

    Description Description This service monitors the current location of the system and manages geofences (a geographical location with associated events).     Group Policy Client

    Description Description The service is responsible for applying settings that administrators configured for the computer and users through the Group Policy component. If you disable the service, the settings aren't applied and applications and Group Policy can't manage the components.     Human Interface Device Service

    IKE and AuthIP IPsec Keying Modules

    Description Description The IKEEXT service hosts the Internet Key Exchange (IKE) and Authenticated Internet Protocol (AuthIP) keying modules. The system uses these keying modules for authentication and key exchange in Internet Protocol security (IPsec). Stopping or disabling the IKEEXT service disables the IKE and AuthIP key exchange with peer computers. IPsec is typically configured to use IKE or AuthIP; therefore, stopping or disabling the IKEEXT service might result in an IPsec failure, which compromises system security.     Interactive Services Detection

    Description Description Enables user notification of user input for interactive services, which enables access to dialogs created by interactive services when they appear. If you stop this service, notifications of new interactive service dialogs stop functioning, which can also prevent access to interactive service dialogs. If you disable this service, both notifications of and access to new interactive service dialogs stop working.     Internet Connection Sharing (ICS)

    Description Description Provides network address translation, addressing, name resolution, and intrusion prevention services for a home or small office network. You can block ICS with the GPO setting called Prohibit use of Internet Connection Sharing on your DNS domain network .

    IP Helper

    Description Description Provides tunnel connectivity using IPv6 transition technologies (6to4, ISATAP, Port Proxy, and Teredo) and IP-HTTPS. If you stop this service, the computer loses the enhanced connectivity benefits that these technologies offer.     IPsec Policy Agent

    Description Description Internet Protocol security (IPsec) supports network-level peer authentication, data origin authentication, data integrity, data confidentiality (encryption), and replay protection. This service enforces IPsec policies created through the IP Security Policies snap-in or the netsh ipsec command-line tool. If you stop this service, you may experience network connectivity issues if your policy requires that connections use IPsec.     KDC Proxy Server service (KPS)

    KtmRm for Distributed Transaction Coordinator

    Description Description Coordinates transactions between the Distributed Transaction Coordinator (MSDTC) and the Kernel Transaction Manager (KTM). If you don't need this service, we recommend that you stop this service. If you do need it, both MSDTC and KTM start this service automatically. If you disable this service, any MSDTC transaction interacting with a Kernel Resource Manager doesn't work and any services that explicitly depend on it are unable to start.     Description Description Enables user sign-in through Microsoft account identity services. If you stop this service, users can't sign in to the computer with their Microsoft account.     Microsoft App-V Client

    Description Description Manages Internet SCSI (iSCSI) sessions from this computer to remote iSCSI target devices. If you stop this service, this computer can't sign in or access iSCSI targets.     Microsoft Passport

    Description Description Provides process isolation for cryptographic keys the system uses to authenticate to a user's associated identity providers. If you disable this service, all uses and management of these keys become available, which includes the ability to sign in to the machine and single-sign on for apps and websites. This service starts and stops automatically. We recommend you don't reconfigure this service.     Microsoft Passport Container

    Description Description Manages local user identity keys used to authenticate user to identity providers and TPM virtual smart cards.     Microsoft Software Shadow Copy Provider

    Description Description Manages software-based volume shadow copies taken by the Volume Shadow Copy service.     Microsoft Storage Spaces SMP

    Description Description Host service for the Microsoft Storage Spaces management provider. If you stop or disable this service, the system can't manage Storage Spaces.     Network Setup Service

    Description Description The Network Setup Service manages the installation of network drivers and permits the configuration of low-level network settings.     Network Store Interface Service

    Description Description This service delivers network notifications, such as interface addition and deletions, to user mode clients. Stopping this service causes the system to lose network connectivity. If you disable this service, any other services that explicitly depend on this service become unable to start.
