Hi All,
Previously when I was using Ubuntu MATE 18.04 and 19.10, the same PC used to take less than 90 seconds from powering on to the desktop, however, with 20.04 the same process takes close to 15 minutes.
Does the following help?

I just looked into this a little. I don't have this problem but I found an old article about this:

To cut to the chase, it often means there's a huge number of files in /tmp
or /var
or possibly even /run
. The extra files not only make checking the disk take a long time, they make indexing /tmp
to find all files older than 10 days old take a long time, since there's a lot of files in the directories.
Check out those three directories and see how many files are in each, please. Also make sure your file manager shows hidden files, too.
Please determine how many files are contained in /var
, /run
, and /tmp
, respectively. You may need to delete (a lot) of temporary files in these directories manually if any of them show large file counts (I'd say more than 2000 files is unusually large). But BE WARNED: Do not delete the entirety of any of these directories! If you find any directory with large numbers of files in it, use trial and error to find which subdirectory / subdirectories contain the majority of the files. From there I'll research those directories and see if it's safe to delete any of their contents.
Before you take my advice, I'd suggest a backup of these directories. Your backup software may also be able to tell you which directories contain the most files too.
Might not be the most popular opinion but I would also point the finger at the CPU/HDD combination. The CPU is from 2012 (here is a benchmark result) and you also have a Seagate spinning rust hard drive. An SSD upgrade will help a little bit and give you a better experience, but I would not have high expectations.
I personally keep my laptops around as long as possible and I think it's good you're doing the same. Please don't misunderstand my thoughts, I'm not a hater.
I'd also regularly (after an update) either use the folloing commands sudo apt autoclean && sudo apt autoremove
or scan your system with bleachbit to keep your system files lean.
So to tie all my jibberish together: Unfortunately there is no one answer to this issue. A SSD upgrade will help.

is very useful to determine the root cause of slow boot. You should work on it.
Can you show us the list of snap apps installed:

And show us the output of this clean/repair/update:
sudo apt update && sudo dpkg --configure -a && sudo apt install -fy && sudo apt autoclean && sudo apt autoremove --purge -y && sudo apt full-upgrade -y
The commands systemd-analyse ...
are useful to check a real slow boot, not to determine the root cause.
