pip install fails with AttributeError: 'NoneType' object has no attribute 'splitlines'

Pip version: 9.0.3
Python version: 2.7.14
Operating system: Windows 10

When I try to install pip by running python get-pip.py I get this error.
I was trying to upgrade the pip version from 9.0.1 to 9.0.3. I uninstalled the 9.0.1 and then tried to install the new version and I got this error.
